English Language Learner (ELL) Program

 

Barstow Unified School District (BUSD) identifies rigorous goals and objectives for its English Learner (EL) students. BUSD works to ensure that EL students acquire full proficiency in English as rapidly and successfully as possible in order to attain parity with native English speakers. The California English Language Development Test (CELDT)  identifies five English-language proficiency levels for ELs:

  • Level 1-Beginning
  • Level 2-Early Intermediate
  • Level 3-Intermediate
  • Level 4-Early Advanced
  • Level 5-Advanced

The district’s goal for EL students is to move up one CELDT level per year until they reach Level 5 and are reclassified as Fluent-English Proficient (FEP).

English Language Development Standards

 

 

 The CDE Manual, found below, presents a summary of the English-language development (ELD) standards for each domain (listening and speaking, reading, and writing). The summary is designed to give an overview what students must know and be able to do as they move toward full fluency in English. The levels through which English learners progress are identified as beginning, intermediate, and advanced. For each ELD standard of the summary indicates the English–language arts sub strand associated with it.

California English Language Development Test

(CELDT)

 

Students in kindergarten through grade twelve whose home language is not English are required by law to take an English skills test. In California, the test is called the CELDT.

This test helps schools identify students who need to improve their skills in listening, speaking, reading, and writing in English. Schools also give the test each year to students who are still learning English.

Reclassification Criteria

 

 

Reclassification is a process through which English Learners (EL’s) are Reclassified as Fluent English Language Proficient (RFEP). This occurs when they have demonstrated academic English proficiency based on district-established criteria.
